Question about COBRA… will it cover an incident that happened this sunday if we hadn’t paid the premium yet?

Ok… this is the situation. My ex-husband was terminated from his job on October 6th of this year. He had health insurance on our daughters. The last day they were covered under this policy was October 31st, 2009. I just started a new job and my benefits do not kick in until January 1st, 2010. I wasn’t sure what I could do as far as insurance went… so I did some research and found out that they qualified for a version of medicaid. I made too much money to qualify for standard medicaid… but my income was fine for the “healthy connections kids” version of medicaid. Basically it is the same insurance coverage that state employees get. I will have a deductible and co-pays. However… this will not begin until December 1st, 2009. To clarify… coverage will not go back 3 months like standard medicaid.
Here’s the problem… my 3 1/2 year old broke her arm last Sunday riding her bike. One emergency room trip and one Ortho Surgeon visit later… it is determined that she has to have a closed reduction surgery. Basically, her arm is going to cost me over $ 10,000.00 with this one month gap of insurance. I asked my ex to check into COBRA coverage for the month of November. He found out that it is not to late to get coverage with COBRA. My concern is this… is COBRA going to cover her arm if she was not technically covered under COBRA on that date? Or… Once the premium is paid for the month of November… everything will be covered for the entire month of November? I need guidance… I am a VERY stressed out single mom. I would appreciate ANY insight!!! Thank you!

When you elect COBRA the coverage and the premiums will be retro back to November 1 so yes, the arm will be covered.
